2/220 — The property of orphans: a matter with two edges
"They ask you about orphans. Say: to set their affairs right is good. And if you live together with them, they are your brothers."
According to what is transmitted, after the severe warnings about the property of orphans some people had separated the orphans' food entirely from their own, which both caused difficulty and troubled the children. The verse sets a measure between two extremes.
فَإِخْوَٰنُكُمْ — "they are your brothers". The ruling here is given not by a rule of procedure but by a description of a relationship.
وَٱللَّهُ يَعْلَمُ ٱلْمُفْسِدَ مِنَ ٱلْمُصْلِحِ — and a limit is set: living together is permitted, but it is recalled that the difference between the one who spoils and the one who sets right is known. The permission is not left unsupervised.
