وَيْلٌ يَوْمَئِذٍ لِّلْمُكَذِّبِينَ
And here something should be recorded: the refrain is itself an act of speech. For two verses those who cannot speak have been described; immediately afterwards the text speaks and delivers a judgement.
The side that speaks on that day and the side that cannot are separated in this two-verse transition. I record this as my own reading.
