al-Qamar 54:21-22

Fa-kayfa kāna ʿadhābī wa nudhur — wa-laqad yassarnā'l-Qurʾāna li'l-dhikri fa-hal min muddakir

Verses twenty-one and twenty-two are one of the places where the two refrains come one after the other. This occurs twice in the sūra:

And in both places the order is the same: punishment first, remembrance second.

I record this as my own reading: the order could have been built the other way and was not. The text first asks "how was My punishment", then "is there anyone who will remember". That is, the event is set down first, and then what is to be drawn from it is asked. The second question rides on the first.

In the accounts of Thamūd and Lot this order is kept but other verses come between (30 → 31 → 32; 39 → 40). The paired sequence is unbroken, that is, only in the first two accounts.

Verse twenty-two is the second full occurrence of the refrain. The analysis given under verse seventeen holds here as well; I do not repeat it. The only difference is the material piled up behind it: here there are two accounts.
