وَمَا قَدَرُوا۟ ٱللَّهَ حَقَّ قَدْرِهِۦٓ إِذْ قَالُوا۟ مَآ أَنزَلَ ٱللَّهُ عَلَىٰ بَشَرٍ مِّن شَىْءٍ
"They did not measure God with the measure due to Him, for they said, 'God has sent down nothing to any human being.'"
The sentence occurred with the same wording at al-Zumar 39/67 and it was treated there (the root ق-د-ر: measure; and the note on tanzīh). I rely on that treatment.

I record this as my own reading: the same sentence names two separate deficiencies. And the one in al-Anʿām is the finer: the existence of God is not denied — what is denied is that He could speak.
